timezone offset from local timezone as well as UTC

I have a built a dual time watch which shows local and world time. WM tells me the timezone offset for the world time relative to UTC, but I can't show if that is ahead or behind the current local time. I either need tags for each timezone offset or a tag to show the current local time offset from UTC so that I can calculate the difference.
