Text Effects In Dim Mode

Currently text effects are hidden in dim mode owing to some issues with ambient displays, where a glow effect would not render correctly.

Maybe have an optional setting to allow text effects in dim mode.

This problem runs deeper...
Applying an outline to text will only be shown if the text is made visible in both bright and dimmed mode. If the outlined text is set to only show in bright mode the outline is removed from the text..... Pleeeeeeeeeeas fix this
